Probably Burton ... because Cinci wants to PASS the ball whereas TB hopes to RUN it. And, Higgins will miss his usual 4 or 5 games with hamstring issues while Evans and Godwin are more solid, dependable, overall.

It's going to come down to if Iosvias or Burton gets the WR3 work. End of last year Iosvias got some good run, so I don't think it's guaranteed to be Burton's job.

McMillan is the clear #3 in Tampa. Obviously we don't expect much from either this season but for the future..... Evans us close to retirement and Godwin is in his last year with Tampa.

McMillian just has an easier path to touches. Neither will be more than a flex in deeper leagues this year but Burton will barely see the field.
