Sutton hands down.
Sutton is the clear 1 on that offense with no real threat to targets. While I love Dell he has tow others ahead of him and even if he didn't he is not the same receiver Sutton is

People often forget that Stroud drafted Tank. In fact, during an interview where Stroud was asked to pick his top 3 current wide receivers for an all-star team, he still chose Tank for the slot. With many mouths to feed in Houston, it’s clear Stroud has a strong connection with Tank. Let Tank cook!
As for Sutton, he has a new QB who looks promising in the preseason. However, under Sean Payton’s offense, aside from Michael Thomas, Marques Colston, and Joe Horn, there haven't been many top 20 WRs. Payton tends to spread the ball around. Plus, Sutton has only been in the top 20 for fantasy once, back in 2019.

As loaded as the Houston offense is, it is hard to project Dell outproducing a clear #1 WR in an offense that doesn't have nearly as many good receiving options.
